Who We Are

Introducing the Authority's board members and the management team.

The Board

The five members of the Authority's Board are appointed by the Minister of Finance. They are:

Keith Taylor Chairman

Keith Taylor

Keith Taylor.  Appointed as a Board member in 2008.  Appointed as Chairman on 1 August 2011.  Mr Taylor is Deputy Chair of the Earthquake Commission and a Board member of the Takeovers Panel and the New Zealand Qualifications Authority.  He is a director of the Reserve Bank of New Zealand, Southern Cross Medical Care Society, Gough, Gough and Hamer Limited, Port Marlborough New Zealand Limited and Butlands Management Services Limited, and trustee of the Southern Cross Healthcare Trust and New Zealand Fire Service Superannuation Scheme.  He was previously Group Managing Director and Chief Executive Officer of Tower Limited and, prior to that, held a number of senior management roles in Tower and its predecessor, Government Life.

David May Deputy Chairman

David May

David May.  Deputy Chairman.  Appointed in 2001 and reappointed in 2004, 2007 and 2009.  Mr May was formerly Chief Executive of Jacques Martin NZ Ltd and Managing Director of Colonial Life NZ Ltd.  He is Chairman of the Guardians of New Zealand Superannuation.

Steve Napier

Steve Napier

Steve Napier.  Appointed in 2008.  Until recently Mr Napier was a Whakatane based share broker.  He is also currently a trustee to The Hepatitis Foundation.  He previously held senior investment management positions with Colonial First State Investments.

Mark Verbiest

Mark Verbiest

Mark Verbiest.  Appointed in 2009.  Mr Verbiest is a director of AMP NZ Office Limited, Freightways Limited and Southern Cross Medical Care Society and Chairman of Willis Bond Capital Partners Limited and Transpower New Zealand Limited.  He is also a trustee of Southern Cross Healthcare Trust, a board member of the Financial Markets Authority and a consultant to national law firm Simpson Grierson.  Mr Verbiest was a member of Telecom's senior executive team between 2000 and 2008.

Toni Kerr

Toni Kerr

Toni Kerr.  Appointed in 2009.  Ms Kerr is the Head of Treasury Operations of Kiwibank Limited. She previously held a number of senior management roles in BNP Paribas based in Hong Kong, and has considerable experience in banking and wealth management.

Cecilia Tarrant

Cecilia Tarrant

Cecilia Tarrant. Appointed as a Board member in 2011. Ms Tarrant is an executive-in-residence at The University of Auckland Business School after having 20 years’ experience in international banking and finance in the USA and Europe. In that time, she worked as a real estate finance lawyer and as an investment banker with Credit Suisse First Boston and Morgan Stanley, culminating in holding the position of managing director in Morgan Stanley’s Global Capital Markets Group in London. She is also a director of Fletcher Building Limited and a trustee of the University of Auckland Foundation.

Management Team

Alan Langford

Responsible for the effective, efficient and economical management of the activities and planning for the Authority, and for the identification and implementation of appropriate strategies for the Authority to meet its obligations under the Act, and its objectives.

Euan Wright Chief Financial Officer

Euan Wright

Responsible for the prudent management of the financial, accounting and taxation obligations of the Authority and the Fund and for the financial reporting of both organisations. In addition, he acts as the Secretary to the Board of the Authority.

Philippa Drury General Manager, Schemes

Philippa Drury

Responsible for the overall management of the GSF Schemes in terms of the GSF Act, management of the performance of the Schemes Administrator and development of policy advice for the Authority with respect to the GSF Schemes.

Paul Bevin General Manager, Investments

Paul Bevin

Responsible for the development of policy and strategy relating to the investments of the Fund.

Janet Shirley Manager, Schemes

Janet Shirley

Responsible for assisting the General Manager, Schemes with the overall management of the GSF Schemes.

Peter McCaffrey Manager, Special Projects

Peter McCaffrey

Responsible for manager selection and portfolio construction, with emphasis on improving portfolio risk and return efficiency.

Nicky Rumsey Manager, Investments

Nicky Rumsey

Responsible for managing and monitoring the performance of the investment managers and the custodian to ensure best practice.
